Population of Edinburgh puzzle

At long last the March 2011 census results are being released. 

In this era of technology it is difficult to comprehend why it takes almost two years (21 months exactly) to begin to publish the figures.   I appreciate there is a balance between accuracy and usefulness - but the whole point of the the census to provide up to date accurate information on which to plan services. 

I wonder if Caesar Augustus and Quirinius had to wait as long?

One or two questions arise from the figure which I will raise in a following post.
