Morgan Playing Fields proposal for December Finance Committee

After the fall of the Community Asset Transfer proposal to build 3G pitches and a Change Centre  at the Morgan Playing Fields in Peffermill Road, the proposal is back on table.

Direct negotiations have taken place between Council Officers and the two organisations which have come together to propose the joint project.  They are Street Soccer Scotland (Change Centre (Scotland) Limited) and Edinburgh South Community Football Club.

Currently it expected that a proposal will go forward to the Council's Finance and Resources Committee on 4th December for consideration of granting a lease in principle.  Details will then be worked up between Council Officers and the two bodies making the bid.

If that proposal is approved, before the work can go ahead, there will require to be a planning application - with a number of other hurdles to be overcome.

In September, with the possibility of the direct agreement between the Council and the Change Centre and Edinburgh South, the South East Locality Committee passed a motion requiring scrutiny at the Locality Committee prior to any lease agreement.  You can see that here.

For background, longstanding residents will recall the playing fields were subject of controversy in the early 2000's when it was proposed to build  houses there.

Then in 2009 there was a proposal for the Hutchison Vale Boys Club to get the use of the pitches.  That did not progress. 

Later the proposal, believed to be similar to the current proposal, was submitted for consideration under the relatively new Community Asset Transfer legislation.   This fell as Street Soccer Scotland was not a 'Community Controlled Body'.

Change Centre and Edinburgh South Community Football Club then engaged directly with the Council.

I anticipate the issues will be discussed at the meeting of the South East Locality Committee on Monday, 26th November.  It is a 6:30 meeting.
